In view of the recent appointment (of which I only

now hear) of Commander C.1. Beckwith K N to the post of

Harbour Master at longkong, to fill the vacancy caused by my retirement, I have the honour to forward herewith a copy

of a letter sent by me to the Colonial Secretary of Hongkong

shortly before my departure from that Colony.

I would observe that I have no personal Colonial Office,

animus against Commander Beckwith, as might be inferred; and

that I had always the intention of retiring this year, my

return
