In view of the recent appointment (of which I only now hear) of Commander C.I. Beckwith R.N. to the post of Harbour Master at Hongkong, to fill the vacancy caused by my retirement, I have the honour to forward herewith a copy of a letter sent by me to the Colonial Secretary of Hongkong shortly before my departure from that Colony.
